What is a Capital Improvement Project?

A Capital Improvement Project (CIP) is a project that results in a permanent addition to the City's assets through the acquisition of property, new construction, or rehabilitation of an existing facility to a like-new condition. Typical CIP projects are $25,000 or more.

Examples of CIPs are:

  • Street reconstruction
  • Traffic signal installation
  • Water main replacement

What is not a Capital Improvement Project?

Annual or re-occurring maintenance of a facility.

Parks and Recreation Suggestions

Suggestions that meet the criteria of a capital project are referred to the City’s Parks, Natural Areas, and Recreation Board (PNARB), who will review and prioritize project suggestions at their July 21, 2016 meeting. PNARB's page includes a schedule of upcoming PNARB meetings and their location. Questions can be directed to Jacqueline Rochefort, Parks Planner, at 541-766-6468.

Capital Improvement Program 2023-2027

The 2023-2027 Capital Improvement Program (CIP) is a planning document that identifies capital projects anticipated throughout the community over the next five years. Projects included in the first year of the CIP are adopted by the City Council as part of the budget process.

Capital Improvement Program 2018-2022 Adopted

The 2018-2022 Capital Improvement Program (CIP) is a 5-year plan identifying capital improvement expenditures throughout the community. The CIP includes the capital budget for the next fiscal year, capital budget projections for the subsequent four years, and a list of projects for future consideration.

Sidewalk Safety

Sidewalk Safety

The goal of the Sidewalk Safety Program is to repair and replace hazardous sidewalks over time. The City has a responsibility to ensure that sidewalks are maintained for the community as a whole, including upgrading corners to provide curb ramps for accessibility, maintaining new public alley approaches, and repairing sidewalks in the public right-of-way.
