System Development Charges (SDCs) are one-time fees charged to new development to help pay a portion of the costs associated with building capital facilities to meet needs created by growth associated with that development. SDCs are authorized for five types of capital facilities including transportation, water, sewer, stormwater and parks/recreation.
The City’s current Parks & Recreation SDC Methodology was developed through a multi-year process facilitated by City staff and consultants from FCS Group and included extensive public input from various community advisory committees. Formally adopted into the Municipal Code by Ordinance on February 7, 2022, the updated methodology is outlined in the 2020 Parks System Development Charge Update Final Report (dated January 28, 2022).
The SDC Methodology analyzes current parks system capacity, or current Level of Service (LOS), against the desired Future Level of Service based on identified projects within the Parks and Recreation Master Plan and projected growth. The calculations result in a maximum allowable rate the City may charge each type of development based on its impact to the parks system to enable the system to expand capacity. Different rates are charged to various types of development, including Single Family Dwelling, Multi-Family Dwelling, Accessory Dwelling Units, and Non-Residential/Commercial Development.
Residential rates are a flat fee charged on a per unit basis. Non-Residential/Commercial Developments are further broken down into use types (i.e. Health Services, Retail Trade, Lumber & Wood, etc.) and rates are applied based on employment density, determined by the development’s Standard Industrial Classification (www.SICCODE.com). Rates are determined using the Per Employee Unit Rate x Number of Employees per Square Footage x Gross Floor Area (GFA) of the new development.
