Landlords play an important role in keeping our community safe, healthy, and inviting. The links, documents, and resources on this page are intended to help landlords know the federal, state, and local laws, keep the City updated on their rental units, and suggest resources through the city and other associations.

Note: The maximum rent increase limit does not apply if: (a) The first certificate of occupancy for the dwelling unit was issued less than 15 years from the date of the notice of the rent increase; or (b) The dwelling unit is regulated or certified as affordable housing by a federal, state or local government and the change in rent: (A) Does not increase the tenant’s portion of the rent; (B) Is required by program eligibility requirements or by a change in the tenant’s income.
Landlord-Based Rent Assistance
Landlord-based rent assistance are programs that landlords can apply for.
Landlord Guarantee Program. The Landlord Guarantee Program (LGP) reimburses landlords for eligible non-payment costs incurred during the “safe harbor” period required by Senate Bill 278 and SB891.

Rent Guarantee Program. The Rent Guarantee Program (RGP) provides incentives and financial assistance to landlords that rent or lease to low-income households that complete tenant readiness education by guaranteeing payments to landlords for unpaid rent and for eviction and property damage costs. ***NOTE: The Guarantee program must be applied for BEFORE a landlord rents to someone. Existing tenants aren't eligible for this program.*** This program is intended to encourage landlords to rent to people with low credit and evictions who have completed the Community Services Consortium's Rent Well program (for information on the Rent Well program, call 541-704-7653 or visit their website).

Oregon Rental Home Heat Pump Program: Owners and Tenants - The state Department of Energy recently launched the Oregon Rental Home Heat Pump program. It provides rebates to landlords installing energy efficient heat pumps and electrical upgrades from approved contractors to rental properties. Tenants living in rented rooms, houses, apartment buildings, manufactured homes and recreational vehicles qualify.
Eviction Forms, Notices, and General Resources - The Oregon Judicial Branch has centralized forms and instructions for landlords considering eviction. Visit their site.
Important New Information Regarding Evictions - Updates from HB2001 regarding termination notices for nonpayment and that landlords cannot refuse to work with rent assistance providers
Education Opportunities for Landlords - Both the Oregon Rental Housing Association and the MultiFamily NW are offering education opportunities to help landlords stay informed and in compliance with the new and evolving laws affecting the eviction moratorium and the grace period for nonpayment balances. Linn-Benton Rental Housing Association is a local office of the ORHA that is also a resource.
Oregon-Specific Forms for Rental Property Managers and Owners – Rental property managers and owners are urged to use professional, Oregon-specific forms. Both the Oregon Rental Housing Association and the MultiFamily NW are offering modified forms to address the moratorium. Accurate forms ensures compliance with the law and a clear understanding between the landlord and tenant as non-payment challenges are navigated.
Mediation Service is Available – Mediation is a voluntary and confidential process where people with disputes come together, sit down with one or two mediators, and talk about ways to resolve their dispute. This is a formal meeting with ground-rules and a commitment by parties to share relevant information, listen to all points of view, and to be willing to explore creative solutions as a resolution to the issues.
