Administrative Policy #1.22 - Operational Advisory Bodies

Purpose

To establish guidance for the formation and operation of an Operational Advisory Body.

This procedure is informed by the Strategic Operational Plan Policy Priority E-1: “the City fosters meaningful public involvement through a diverse array of methods.” It establishes Operational Advisory Bodies as one method the City Manager and City staff can use to solicit input from the community on operational service areas, projects, or questions.

Administrative Policy #5.12 - Guidelines for Commercial Vending, Commercial Activities, and Fundraising in City Parks and Recreational Facilities

Purpose

To establish guidelines regarding the use of City parks and recreational facilities for personal or organizational financial gain.

Scope

Applies to any individual or organization of any type that will be requesting money or item donations for an event or activity in any public park or recreational facility.

Administrative Procedure #7.04 - Community Grant Programs

Purpose

Administer specific community grant programs established by City Council to support Corvallis community groups through financial support of grass-roots projects where group and organizations support community members and the strategic goals of City of Corvallis leadership.

Administrative Policy #5.14 - Guidelines for Free Use of Parks and Recreation Facilities

Purpose

To establish guidelines in the review, approval, and exemption from paying fees for use of Corvallis Parks and Recreation facilities. 

To provides a methodology to permit free or reduced-cost use, where appropriate, while optimizing the generation of fee-based revenue in addition to property tax to financially support the ongoing facility operation as described in the Parks and Recreation Cost Recovery and Resource Allocation Philosophy model.

Administrative Policy #1.15 - Solid Waste Management

Purpose

The City of Corvallis (City) recognizes its responsibility to be a good steward of the City's fiscal resources and of the environment.  Waste reduction and recovery saves natural resources, energy, and disposal space and costs, and reduces pollution risks and greenhouse gas emissions.

Scope

This Policy applies to all City departments.

Administrative Policy #5.12 - Contracting Parks and Recreation Class Instructors

Purpose

The purpose of this Policy is to establish guidelines for selecting contracted services related to instructors of Parks and Recreation classes.

Administrative Policy #5.15 - Public Library Gift and Donations

Purpose

To make certain that the decisions on the acceptance of gift and donation offers are made in a timely, consistent manner and are appropriate in terms of both the nature of the facilities and purposes of the Library.

The Corvallis-Benton County Public Library acknowledges the great importance of private gifts and donations to the Library's future development and growth. Such gifts take many forms, come from various sources, and are made for a variety of purposes. 

Administrative Policy #5.13 - Park Utility Donations

Purpose

To provide guidelines in the solicitation, expenditure, and reporting of funds donated through the utility bill for park improvements and the Youth Park Corps Program.           

a.   The City Council has approved the solicitation of funds as part of and through the City Services Bill.

b.   These funds are necessary to support the employment of youth 14 to 16 years of age to work in the parks and on beautification projects.
