Administrative Policy #9.06 - Library Internet Access

Purpose

To fulfill its mission of providing public access to information of all types in a wide range of formats, the Corvallis-Benton County Public Library provides access to Internet resources.

Scope

Applies to everyone. Corvallis is a community that honors diversity. The City and the Library prohibit direct or indirect discrimination.

Administrative Procedure #7.08 - Street Naming and Addressing Policies and Procedures

Purpose

Establish a procedure for public and private street naming and addressing in the City. A cooperative effort will be made with Benton County to be consistent in the two agencies’ approach to assist visitors, emergency services, the United States Postal Service, and other affected parties.

Administrative Policy #1.21 - Use of City Hall Plaza and Kiosk

Purpose

To establish the process, rules, and regulations for the use of the City Hall plaza as a place for festivals, events, and public assembly, and to provide guidelines for the kiosk, which is used to provide information about City government.

Scope

This Policy applies to the public and to City staff.

Administrative Procedure #1.08 - Public Library Circulation

Purpose

The Library encourages everyone in the community to use and enjoy its facilities and services.  To protect each individual's access to information and services, the Library has established rules governing the circulation of Library materials.  These rules protect the borrowing privileges of Library patrons and preserve and protect the Library's materials.

Administrative Policy #7.07 - Parks System Development Charge Offset Standards

Purpose

To implement Parks System Development Charge (SDC) Offset Standards, as specified in Corvallis Municipal Code Section 2.08.160, to allow a developer to take a credit against the Parks System Development Charge as an offset for approved dedications or improvements to Parks and Recreation facilities made by the developer that assist the implementation of the Parks and Recreation Master Plan.

Administrative Policy #5.16 - Cost Recovery

Purpose

To govern the establishment of user fees to recover the cost of providing services taking into consideration equitable access to City services by all users.

Scope

Applies to all City Departments and charge for service considerations

Administrative Policy #1.22 - Operational Advisory Bodies

Purpose

To establish guidance for the formation and operation of an Operational Advisory Body.

This procedure is informed by the Strategic Operational Plan Policy Priority E-1: “the City fosters meaningful public involvement through a diverse array of methods.” It establishes Operational Advisory Bodies as one method the City Manager and City staff can use to solicit input from the community on operational service areas, projects, or questions.

Administrative Policy #5.12 - Guidelines for Commercial Vending, Commercial Activities, and Fundraising in City Parks and Recreational Facilities

Purpose

To establish guidelines regarding the use of City parks and recreational facilities for personal or organizational financial gain.

Scope

Applies to any individual or organization of any type that will be requesting money or item donations for an event or activity in any public park or recreational facility.
