Administrative Procedure #10.14 - Parks and Recreation Facilities Guidelines

Purpose

To establish guidance governing operation of the Corvallis Parks and Recreation Department (CPRD) Facilities specific to priority use, fees, and contributions from the public.

Scope

Applies to users of the Park and Recreation Administration and Recreational Services Building, Osborn Aquatic Center, Majestic Theatre, and Corvallis Community Center including, but not limited to, volunteers, staff, patrons, contractors, reservation holders and their attendees, and visitors.

Administrative Policy #3.06 - Drug-Free Workplace

Purpose

The City of Corvallis is committed to maintaining a safe, drug-free workplace and a safe, healthy work environment free of drug and alcohol abuse. Substance abuse impairs employees' performance and physical and mental health. This Policy establishes procedures to maintain a drug-free workplace and a work environment free of drug use and alcohol abuse that complies with all Federal and State requirements relating to a Drug- and Alcohol-Free Workplace.

Administrative Procedure #3.02 - Classification and Compensation

Purpose

To provide all employees with an understanding of the compensation and classification systems at the City of Corvallis and to provide a systematic, timely, and equitable process to create, modify, review, and classify positions.

Scope

Applies to all City of Corvallis employees except the City Manager, City Attorney, and Municipal Judge.

Administrative Policy #3.07 Employee Behavior Complaint Response

Purpose

To protect employee rights and the integrity and reputation of the City and its employees, while promptly addressing Community Member concerns regarding  the  alleged  behavior  of  City  employees  and  facilitating corrective action where necessary.

Administrative Procedure #10.11 - Advertising on City Buses

Purpose

To establish standards for the display of advertising in or on the Corvallis Transit System (CTS) buses and to provide objective and enforceable standards for determining the scope of permissible advertising on City buses. It is intended that these standards be applied consistent with the free speech guarantees of the constitutions of the United States and the State of Oregon.

Administrative Policy #7.11 - Community Improvements

Purpose

To establish guidelines regarding marked crosswalks and for locating crosswalks where they add safety.

Pedestrian safety can be enhanced through the appropriate use of various crossing treatments.

Scope

Applies to pedestrian crossings within public street rights-of-way under the jurisdiction of the City.

Administrative Policy # 3.15 - Background Checks

Purpose

The background check policy is in place to ensure protection to the employees and community members of the City of Corvallis.

Policy

The City will conduct background checks for prospective employees, current employees, volunteers, interns, and contractors prior to hire or placement into a position.

Administrative Policy #3.08 - Code of Ethics

Purpose

To establish and communicate the City's code of ethics for all employees.  This Policy is set forth to ensure compliance with the State's Public Ethics Law and to promote the City's philosophy concerning ethics.  Codes of ethics are designed to prevent conflicts of interest, protect confidential information, encourage honesty and loyalty, ensure compliance with the law, and engender public trust.

Administrative Policy #10.12 - Library Collection Development

Purpose

To define collection development principles that support the Library’s mission and core values. to provides direction for the growth and development of collections and to communicate these guiding principles to library staff and the public.

Scope

Applies to materials selected for inclusion in the Library's collection.
