Common Issues

Rental housing is legislated by a variety of federal, state, and local laws. The quick links below are provided to help both Landlords and Tenants in addressing the most common issues that arise in their partnership. These links refer to the following documents which can be viewed in their entirety online.

Tenant Resources

The links, documents, and resources on this page are intended to help tenants understand the federal, state, and local laws that define responsibilities for tenants and landlords, offer resources to resolve issues with their landlord or other tenants, and provide documents to help tenants navigate the rental housing process. Ask a rental housing question here.

Uniform Relocation Act

First Time Home Buyer Loans are federally-funded through the Community Development Block Grant (CDBG) program and require recipients to comply with the Uniform Relocation Act (URA). The URA establishes minimum standards for programs involving acquisition of real property and possible displacement of individuals.

Important: Properties recently or currently used as a rental may be disqualified from the First Time Home Buyer program based on the URA. Contact the Corvallis Housing and Neighborhood Services Division before proceeding under this circumstance.
