November 2021 - Charter Amendment: Filling City Council Vacancies by Appointment (Measure 2-132)

This measure amends Section 34 of the Corvallis City Charter and require the City Council to fill vacant City Council positions by appointment within 60 days of a vacancy, rather than holding a special election. The method of nomination and appointment would be set by ordinance. This measure does not change the requirement to hold a City-wide special election to fill vacancies in the office of mayor. This measure requires the City Council to fill vacant City Council seats within 60 days, require any ordinance setting the appointment process to include nominations from the ward, and include a requirement that the City Council hold a public hearing prior to any appointment. This amendment minimizes the time that constituents in any ward remain unrepresented.
