When is a Parking Lot Permit Needed?

Permits are required for parking lots proposed to be constructed, expanded, or reconstructed. Parking lot reconstruction is work such as removing and replacing 50% or more of the existing paving but would not include adding a lift of asphalt, resealing the surface, or other standard maintenance activity.

Who May Purchase this Permit?

The owner of the property or a contractor registered with the State of Oregon Construction Contractors Board.

What is the Cost of the Permit?

The cost of the permit is $.04/sq. ft.; there is a minimum fee of $50.00 and a maximum fee of $500.00.

What City Standards Apply to Parking Lots?

All off-street parking facilities, vehicular maneuvering areas, driveways, loading facilities, accessways, and private streets shall conform to the standards set forth in Land Development Code Chapters 4.0 and 4.1 and the City's Site Development Design Standards.

Additional Information

Existing parking lots which are being resurfaced and/or restriped need to meet City standards, including those related to disabled access.  However, this work does not require a permit, nor do plans need to be submitted for review. The City has the authority, however, to inspect and issue correction notices in cases where a parking lot is resurfaced and/or restriped in a manner which does not meet City or State standards.
