City Efforts to Increase Housing
The City of Corvallis does not build or manage any housing directly, but instead works through local partners to distribute federal, state, and other sources of housing funding.
The City's primary sources of funding that can be spent on housing or housing related activities include:
- US Department of Housing & Urban Development (HUD) funding: The City formerly participated in the HUD HOME Investments Partnership Program (HOME), but this program has now been phased out in favor of HUD's Community Development Block Grants (CDBG) alone. National housing funding through programs like HOME and CDBG are subject to national policy changes and federal use restrictions, and thus may be limited for certain types of projects.
- Affordable Housing Construction Excise Tax (AHCET): The City recently passed a construction excise tax on new developments which will provide funding that can be used for a wider range of uses and on a more flexible time scale.
- Urban Renewal in South Corvallis Corvallis voters also recently voted to approve the creation of an Urban Renewal District in South Corvallis, which can provide funding for additional housing and infrastructure in that area in the future.
