Oregon Climate-Friendly and Equitable Communities Program

April 2, 2025 - Planning Commission Public Hearing

The Planning Commission will conduct a public hearing to consider adoption of amendments to the Official Zoning Map, Comprehensive Plan Text, and Land Development Code (LDC) Text related to the adoption of a Climate-Friendly Area (CFA) in accordance with Oregon Administrative Rules (OAR) 660-012-0310 through -0325 (“CFA Rules”).

The proposed amendments to the LDC Text will achieve the following outcomes:

• Create a new CFA Overlay Zone, and make minor amendments to other LDC chapters, to ensure compliance with the land use requirements of OAR 660-012-0320
• Establish an Administrative Zone Change process to allow owners of certain properties to request a zone change from RS-12 (Medium Density Residential) or RS-20 (High Density Residential) to Residential Mixed Use 12 or 20 (RMU-12 or RMU-20)
• Miscellaneous minor modifications and LDC clean-up
